从区域经济份额变化出发,分析了1952~2010年中国经济空间格局的演化过程。通过有序样本聚类的方法,将省区经济份额变动划分了8个阶段,并采用偏离-份额法分析了不同阶段驱动省区经济份额上升的产业及其变迁,以及与区域产业结构和竞争优势变化的关系。研究发现,1949年以来中国区域经济布局总体上经历了沿海-内地均衡发展、沿海化非均衡发展以及东、中、西部相对均衡发展的过程,且整体上区域经济份额变动趋于减小。1979年以前,不同区域的经济份额在不同阶段变化差异较大,主要由第一和第二产业驱动。1979年以后,区域经济格局呈现明显的沿海化趋势,但驱动产业在不同阶段有所变化。2001年以来,中国区域经济格局经历了重大调整,经济份额上升的省区明显由东部向中、西部地区转移。东部省区在第二产业上仍具有明显的结构优势,但第二产业竞争优势已由东部向中、西部地区转移。东部的北京、上海、广东在第三产业上呈现更加显著的结构优势,显示出结构升级和服务化的发展态势。  相似文献

To-date geographical research on encounters has primarily comprised observation of naturalistic settings (both micro publics and everyday public spaces) or narrative accounts of encounters generated by conventional methods, this paper focuses on a contrived spatial experiment to create meaningful contact across difference. Inspired by, and drawing on insights from, Architecture – a discipline relatively neglected by geographers in recent times – we use a creative form of spatial play to stimulate groups of people to explore their differences and to develop shared understandings. Whereas previous studies have identified the importance of material objects in art projects and home spaces in mediating relations between people, surprisingly little attention has been paid to the physical configuration of space in work on encounters, despite the fact that geography is a spatial discipline. Here, we engage directly with the role of the form and function of space. Our spatial experiments demonstrate how paying attention to the materiality of micro-spaces rather than social relations alone, can provide insights into the generation of positive interactions by contributing to a greater understanding of how meaningful encounters happen, and what can be done to facilitate them. Specifically, by exploring the size and configuration of space, issues of ownership and surveillance, the relationship between primary and secondary space, and aural architecture this research identifies how working together to create a shared private or intimate space – might facilitate a sense of empowerment and the production of social relations characterised by democracy and inclusion.  相似文献

As Payments for Ecosystem Services (PES) continues to gain attention as a policy tool for securing efficient and effective environmental governance, a rising tide of criticism warns of the potentially detrimental social–ecological consequences of nature commodification and ‘green neoliberalism’. These concerns are also expressed at international policy fora, where the market rhetoric has met with political resistance from countries belonging to the ‘Bolivarian Alliance for the Peoples of Our America’ (ALBA). But despite this ideological opposition, some ALBA countries are increasingly integrating PES into their environmental policies. In this article we consider the reasons underlying this apparent contradiction and relate it to the notion of ‘epistemic circulation’. On the basis of a study on the evolution of PES-thinking in Nicaragua (an ALBA member) and a reassessment of the supposed ‘success’ of an influential pilot project, we shed light on the forces driving the adoption of particular PES modes and contextualise practical difficulties to endorsing more critical approaches to the tool. Instead of either ideologically rejecting PES as a neoliberal evil or embracing it uncritically as the new panacea, we argue that it is precisely through the socio-political processes surrounding environmental governance debates that the application of PES is shaped. In practice, it may either contribute to an imposed and dispossessing form of capitalism, or tend towards a more negotiated and socio-culturally embedded version of it. Only through its reconceptualisation based on political–cultural primacy rather than market-fetishism can PES achieve its true potential within a broader strategy towards improved environmental governance.  相似文献

This research addresses recent environmental governance in Bolivia through its relations to indigeneity and respatializations. It introduces and develops the concept of “speaking like an indigenous state” to examine the Bolivian state’s recent use of a pair of indigenous linguistic concepts, Living Well and Earth Mother, representing the identities of citizens and their rights to resources and livelihoods. State relations to indigenous social movements highlight the use of Living Well and Earth Mother concepts through accommodation, resistance, and protaganism. Six active issues of environmental governance are examined: (1) climate change and justice movement; (2) agrarian reform, agrobiodiversity, and food justice; (3) water resources; (4) indigenous territories; (5) Protected Areas; and (6) extractive industries (mining, hydrocarbons). The usages of Living Well and Earth Mother show versatility as they have been mobilized in the respatializing of the politics and social-power dynamics of environmental issues at scales of the state, global and international institutions, and community and local levels. Analysis also reveals deployment of Living Well and Earth Mother that is discursively influential and yet conceptually reduced and unevenly applied, thus suggesting a characteristic of verisimilitude. My analysis determines that respatialization at various levels, including territorial transitions of sub-national regional spaces, are associated with the heightened articulation of environmental governance through indigeneity and “speaking like an indigenous state” amid resource nationalism. Linkages and logics operating within this conjuncture differ from the prevailing interpretation of the Bolivian state’s use of Living Well and Earth Mother as solely an unwitting contradiction or instrumentalist camouflage.  相似文献

This paper examines the importance of national-level institutional arrangements for promoting the EU’s Protected Geographic Indication scheme (PGI). Taking the example of Ireland, for which PGI designations remain comparatively low, it explores whether the approach to providing institutional supports to the PGI scheme is influenced by top-down technocratic governance structures that pertain to food safety and quality certification that encompass the broader operating environment for food production in Ireland. Although the regulation of food safety and quality certification are distinct remits to the administration of the PGI scheme, in the Irish context the same institutional bodies are involved in governance of both. Using a discourse analysis interpretative framework, this paper draws on interviews with Irish producer group members and institutional representatives to examine how governance of the PGI scheme reflects management perspectives and practices more in keeping with a regulatory environment for food safety and quality than with development of place-based food product links. It suggests that incentives to avail of the PGI scheme as a means of realising value-added for producers are not well established because they require the development of more subjective, context-dependent processes and practices linked to geographical place and place identity. These are not easily accommodated under current institutional arrangements that also incorporate food safety and quality remits because these are in turn strongly established through nationally and internationally recognised systems of regulation and benchmarking. The findings point to the benefits to be gained from a more layered governance structure for PGI; devolving operation of the scheme to relevant regional and local development organisations that possess the expertise and relevant local knowledge to (a) incentivise the formation of producer groups, and (b) prioritise mentoring and support for PGI concept development as a clearer reflection of bottom-up rural sustainability policy.  相似文献

Increasing the rate of climate technology transfer is a critical concern. The international community facilitates the development and deployment of climate technologies for the needs of the South in two primary ways: first, through the use of multilateral frameworks for technology transfer and, second, through in-country capacity building for research, development, and deployment in developing countries. However, scant attention is given to whether national-level frameworks in industrialized countries can support technology transfer. This issue may be of particular relevance to small and medium enterprises (SMEs) in developed countries, due to their relative lack of experience in international markets. The barriers that prevent SMEs from developing and exporting more technologies to the South are identified, by using Israel as a case study. Although Israel is an important global source of climate technology innovation, it currently does not engage much with the developing world. Four principle barriers to greater involvement of OECD SMEs in technology transfer for climate mitigation in developing countries are: (1) lack of knowledge of market needs in developing economies, (2) lack of financial mechanisms to support R&D, (3) lack of opportunities for partnership building, and (4) lack of support for demonstration sites in developing countries.  相似文献

Integrated assessment models and coupled earth system models both have their limitations in understanding the interactions between human activity and the physical earth system. In this paper,a new human–earth system model,BNUHESM1.0,constructed by combining the economic and climate damage components of the Dynamic Integrated Model of Climate Change and Economy to the BNU-ESM model,is introduced. The ability of BNU-HESM1.0 in simulating the global CO2 concentration and surface temperature is also evaluated. We find that,compared to observation,BNU-HESM1.0underestimates the global CO2 concentration and its rising trend during 1965–2005,due to the uncertainty in the economic components. However,the surface temperature simulated by BNU-HESM1.0 is much closer to observation,resulting from the overestimates of surface temperature by the original BNU-ESM model. The uncertainty of BNU-ESM falls within the range of present earth system uncertainty,so it is the economic and climate damage component of BNU-HESM1.0 that needs to be improved through further study. However,the main purpose of this paper is to introduce a new approach to investigate the complex relationship between human activity and the earth system. It is hoped that it will inspire further ideas that prove valuable in guiding human activities appropriate for a sustainable future climate.  相似文献

Natural resource management and conservation programs that promote building capacity and social learning among participants often lead to the formation of learning networks: a type of social network where learning is both a goal and potential outcome of the network. Through forming relationships and sharing information, participants in a learning network build social capital that can help a network achieve social and environmental goals. In this study, we explored social capital in a learning network that emerged through a large-scale marine governance effort, the Coral Triangle Initiative on Coral Reefs, Fisheries, and Food Security. Through a mixture of social network analysis and key informant interviews, we examined the major patterns of information exchange among individuals who had participated in regional learning exchanges; evaluated whether the network's structure resulted in information sharing; and considered implications for strengthening network sustainability, capacity building, and learning. We found that the Regional Exchange network fostered information sharing among participants across national and organizational boundaries. While the network had individuals who were more central to information sharing, the network structure was generally decentralized, indicating potential resilience to changes in leadership and membership. Participants stressed the importance of the knowledge and connections they had acquired through the learning network; however, they expressed doubts regarding its sustainability and stressed the need for a strong coordinating entity. Our findings suggest that conservation learning networks have the ability to bridge cultural divides and promote social learning; however, a strong network coordinator and continuing efforts to support information sharing and learning are crucial to the network's strength and sustainability. The tangible learning and capacity development outcomes cultivated through Regional Exchange network underscore the value of and need to invest in conservation networks that support peer-to-peer learning.  相似文献

Successful adaptation to environmental change and variability is closely connected with social groups’ ability to act collectively, but many social-ecological challenges exceed local adaptive capacity which necessitate assistance from governmental institutions. Few studies have investigated how local collective action can be used to enrol external support for adaptation. This paper reduces this research gap by analysing a locally driven adaptation process in response to coastal erosion in Monkey River Village, Belize. Drawing on literature on adaptation and political ecology, we examine the different strategies the local residents have used over time to influence government authorities to support them in curbing the coastal erosion. Our findings show that the local mobilisation generated government support for a temporary sea defence and that collective strategies emerge as a response to threats to a place specific way of life. Our case illustrates that it was essential that the villagers could ally with journalists, researchers and local NGOs to make their claims for protection heard by the government. The paper contributes to adaptation research by arguing that local collective action, seen as contestation over rights to protection from environmental change, can be a means for places and communities not prioritised by formal policies to enrol external support for adaptation. Our study supports and adds to the perspective that attention to formal arrangements such as adaptation policy alone has limited explanatory power to understand collective responses to change.  相似文献

Human–environment interactions are studied by several groups of scholars who have elaborated different approaches to describe, analyze, and explain these interactions, and eventually propose paths for management. The SETER project (Socio-Ecological Theories and Empirical Research) analyzed and compared how “flag-holders” of distinct school of thought in human–environment scholarship approached a number of empirical problems of environmental management. This paper presents the findings from this experiment by concentrating on how representatives of four schools of thought approached one of these case studies: the plant health crisis in greenhouse tomato production in south of France. Our analysis suggests that these approaches share a common conceptual vocabulary composed of four explanatory elements of change (Power, Incentives, System and Adaptation-PISA). We argue that what distinguishes these schools from one another is the syntax—the “rules” by which researchers in each of the sub-disciplines tend to organize the components of this shared conceptual vocabulary. In other words, the schools under scrutiny are differentiated not so much by what they speak of, but rather in what order, or hierarchy, do they tend to rank the importance and/or the sequence of each of these concepts in human–environment explanations. The results of our experiment support the view that communication and cooperation across the diverse human–environment traditions is possible and productive. At the same time, however, we argue that it is the distinctiveness of the claims yielded by these different schools of thought that augment our collective understanding of complex socio-ecological problems. Attempts to integrate these perspectives in one unitary approach would undermine the intellectual wealth necessary to meet the challenges of the Anthropocene.  相似文献
